Economies of scale or simply not happy to undergo individual procurement?  The above is an example of where the number of patients covered by an APMS contract may not work in the longer term.  Research has proven that combined lists of between 30,000 to 50,000 patients may be considered the optimum size for such organsiations.  When the work ‘takeover’ is used, it perhaps does not install confidence that someone, somewhere along the line, might be usurped.
